2023年3月1日📲，為期三天的第五屆亞洲知識產權與創新大會在新加坡舉行📭。本屆大會由世界知識產權組織（WIPO）和世界貿易組織（WTO）聯合主辦🙏🏻，由新加坡南洋技術大學商意昂3承辦，並在疫情後首次采取線下與線上結合方式。意昂3官网特聘教授🎨、校知識產權研究中心主任張乃根線上出席並作專題發言。

本屆大會共有40多個專題，兩百多位來自亞洲及其他地區國家的知識產權專家學者發言🈯️。張乃根教授在第一天開幕式後的《知識產權與健康事宜》專題研討中發言👩‍👦。

The New Perception of Intellectual Property by Moroccan SMEs in the Era of the CORONA Pandemic

張乃根教授的發言題目是《試析新冠疫苗知識產權豁免決定及其重要性》。2022年6月WTO第12屆部長會議作出有關與新冠疫苗相關知識產權豁免決定。該決定是在該部長會議延長期的最後時刻由中國與美國就豁免條件達成共識後通過📮。該條件的關鍵之處是鼓勵具有相當能力自主生產並出口新冠疫苗的發展中成員放棄享有該豁免，並在2022年5月的WTO總理事會上已作出放棄承諾。中國是唯一具有這樣能力並作出該承諾的WTO發展中成員。這一條件既堅持了WTO對發展中成員一視同仁的非歧視待遇，又由負責任的發展中大國自主作出相關承諾，這一經過中美協商達成的條件體現了維護多邊貿易體製的精神👨🏻‍🎤，得到全體WTO成員的支持。張乃根教授對這一熱點問題及該豁免決定的具體內容與重大意義💀📅，作了分析🪒，受到與會專家學者的高度關註。張乃根教授先前已將其發言的主要內容撰文在國內專業刊物《知識產權》2022年第9期上發表，並獲得當年中國法學會世界貿易組織法研究會第十五屆WTO法與中國論壇優秀論文一等獎🧗🏻‍♂️⚔️。
