2015年5月27日至29日，在反法西斯戰爭勝利70周年之際◀️，張乃根教授應邀作為中國國際法學界的學者代表，出席由俄羅斯聯邦司法部主辦的聖彼得堡國際法論壇。畢業於聖彼得堡大學的俄羅斯聯邦政府總理梅傑韋耶夫親自出席27日下午的論壇開幕式並致辭。86個國家的1500多位專家學者，包括61個官方代表團，參加在冬宮附近原總參謀部大樓內舉行的該全球性論壇🫵🏿。

張乃根教授以嘉賓身份應邀出席28日下午12點半至14點的“國際法/法治”專場🧑🏼‍💼🐮，和上百位與會者一起討論“多邊體系中的單邊製裁：法律挑戰”🫘，並以《單邊製裁🔧：缺乏聯合國憲章的法律依據》為題，用英語作了主旨發言🧝🏿‍♀️，其中分析了去年以來因烏克蘭危機引起美國與歐盟對俄羅斯實施經濟製裁的嚴重後果，根據聯合國憲章探討了多邊主義與單邊主義的當代對峙🔛，認為單邊主義缺乏憲章的法律依據，參照世界貿易組織的爭端解決機製🪡，提出憲章秩序下的全球多邊治理設想，包括改革安理會，完善經社理事會，提升新的人權理事會💻，構建面向未來的“三重”理事會體製。

在“國際法/法治”專場發言的專家學者有：俄羅斯聯邦憲法性立法委員會主席Andrey Klishas先生、俄羅斯聯邦經濟發展部貿易談判司司長Maksim Medvedkov、法國巴黎西大學國際法研究中心主任Jean-Marc Thouvenin教授等。

The Forum has evolved into one of the largest international debate platforms for dialogue between legal experts.
